Theresa lives in East Dallas. She has a bachelor's degree in modern languages from St. Mary's College, master's degrees in urban studies and social work from University of Texas at Arlington, and a doctoral degree in public policy and public administration from the University of Texas at Arlington. She has two children.

Theresa has previously worked as a manager for the Dallas Independent School District and as an adjunct professor at Texas A&M University and the University of Texas at Arlington. She has also served as a researcher at UT-Dallas and UT-Arlington. She is a former staff member for Congressman Martin Frost.
