Frank is originally from New Castle, Pennsylvania. He earned his bachelor’s degree in political science and history from Duquesne University, his master’s degree in public and international affairs from the University of Pittsburgh, and his law degree from the University of Denver College of Law.

Frank previously worked as a judge pro tempore in Maricopa County.

- A justice of the peace hears lawsuits, presides over misdemeanor cases, and hears civil and criminal traffic violations. Some examples of cases they might handle include eviction actions, DUIs (driving under the influence), and shoplifting.
