Jim moved to Cave Creek in 1981 with his wife. He has a master's degree in economics from the University of Arizona.

Jim has worked for the State of Arizona Finance Department, consulting for various state agencies. He has also been a staff member for the Phoenix City Manager’s Office, where he conducted management studies and communication skills training for multiple city departments. Additionally, Jim has experience as a private consultant for organizations such as courts, airport security, and the Phoenix Police Academy.
