Cesar was born and raised in Phoenix, Arizona. He graduated from Northern Arizona University with a bachelor's degree in political science. He is also the Vice President of the Hispanic-Native American Indian Caucus of the Arizona School Board Association and a lifelong member of the National Association of Latino Elected & Appointed Officials (NALEO).

Cesar currently works for the nonprofit Arizona Students’ Association, focusing on advocating for college accessibility and affordability.
