Gregory is a third-generation Arizonan. He earned his bachelor's degree in Public Policy from the University of Arizona. He also holds a masters degree in Public Administration from Harvard's John F. Kennedy School of Government.

Gregory has worked as a Special Assistant to the Assistant Secretary of Defense for Nuclear, Chemical and Biological Defense Programs at the Pentagon.
