Thomas and his wife, Kristi, are both natives of Mount Airy. They have 4 children. The family are members of the Mount Airy Wesleyan Church where Thomas has held various leadership positions and teaching positions. Thomas graduated from Surry Community College and UNC-Charlotte in computer & electrical engineering technology.

Thomas is currently an enterprise engineer at Willow Tex, LLC. Previously, he was an engineer at Kaman Automation and Renfro Corporation. 

Thomas Horton currently serves on the Mount Airy City Board of Education. He was elected in 2020 and is serving his first term.

- Board of Education members work together to make school policy, set the budget, and make decisions about the superintendent’s personnel recommendations.
- Members of the board must act as a unit based on majority rule. A member cannot make decisions or act independently.
- Board of Education members are elected to staggered four-year terms in nonpartisan elections.
