Kelly graduated from Currituck County High School. She earned her bachelor's degree in Business Management at the University of North Carolina at Wilmington. She has volunteered with Ruritan, Girl Scouts, parks and recreation, school Booster Club and PTO (parent-teacher organization). She attends Knotts Island United Methodist Church. She is from Knotts Island, NC, where she still lives with her husband and child.
