Paul was raised in Currituck County, and graduated from Currituck County High School. He resides in Waterlily with his wife Sharon and their 3 daughters.

Paul is employed as a commercial property and liability agent at Towne Insurance, an affiliate of TowneBank. He has served on various boards related to economic development, tourism, education, and community services.
