Bill holds a bachelor's degree in civil engineering from North Carolina State University. He is married to his wife. He is a volunteer with the local 4-H shooting sports program. 

Bill currently works as CEO of the MO-JO Real Estate Management Group and of Jackleg Contractors. He previously served as director of engineering for the North Carolina Department of Public Safety and Department of Correction.
