Phyllis is a lifelong resident of North Carolina. She earned a bachelor's degree in social work from Eastern Carolina University, a master’s degree in public administration from North Carolina Central University, a master's degree in divinity from Shaw University, and a doctorate degree in Biblical studies from New Life Bible College and Seminary. Phyllis is an ordained minister and a parent.

Phyllis is a certified real estate broker and the owner of PPA Properties, operating multiple human services businesses in North Carolina. Additionally, she has completed several Clinical Pastoral Education units at Duke University Hospital.

Phyllis Portie-Ascott is currently serving on the Orange County Board of Commissioners. She was appointed in 2023 and is serving her first term while running for official election.
