Elaine grew up in Wilmington, Delaware, and Wilmington, North Carolina. She graduated Ursuline Academy and earned her bachelor's degree from the University of Delaware. Elaine has previously served as Chair of the Mecklenburg County Park & Recreation Commission, Chair of the Natural Resources Stewardship Advisory Council, and Vice Chair of the North Park Region Advisory Council. She currently lives in the Mountain Island Lake area of District 1 with her family.
