Rodney earned his associate's degree in applied science and paralegal technology from Halifax Community College and his bachelor's degree in criminal justice from North Carolina Wesleyan College.

Rodney was previously a middle school social studies teacher at Northampton County Schools, Nash County Public Schools, and Halifax County Schools. Beforehand, he was a project consultant at Gibbs Smith Education and the North Carolina Museum of History. Rodney was also the Director of Public Works for the Town of Enfield.
