Dean earned his bachelor's degree in civil engineering from The Citadel and his master's degree in structural engineering from the University of North Carolina at Charlotte. He lives with his wife, Anne, and has 2 married children.

Dean is the president of Arp Engineering, Inc. Previously, he worked as a project engineer at RTWA/Engineers, Inc., Yates/Starnes Engineering, and ODELL. He was an assistant engineer at Duke Energy Corporation.

Dean Arp currently serves as a state representative in District 69. He was first elected in 2012 and his serving his sixth term. He previously served as a School Board Member of Union County Public Schools for 3 terms from 2000 to 2011.

Leigh is originally from Knoxville, Tennessee and attended Princess Anne High. She later earned her bachelor's degree in art in design from the University of North Carolina at Charlotte. She is a Unitarian.

Leigh currently works as a sales director for Charlotte Imports and a customer service specialist for the Quail Hollow Country Club. She is also the manager for the Piedmont Farmers' Market. Leigh is a former food and wine specialist for Wine Island Village.
