Terry is a lifelong resident of North Carolina, born and raised in Fayetteville, and now lives in Steele Creek with his wife Arielle. He earned his bachelor's degree in political science from the University of North Carolina at Charlotte, and his law degree from the Campbell University School of Law.

Terry is a litigation attorney. He currently works as counsel for Winston & Strawn LLP. He has served as the vice chair of the City of Charlotte Zoning Board of Adjustment. He has also been recognized in the Charlotte Business Journal's 40 Under 40 in 2019 and has been inducted into the Campbell University School of Law Hall of Fame.

Terry Brown is a state representative for District 92. He was elected in 2020 and is serving his second term. In 2023, he was elected to serve as the House Democratic Whip and he previously served as the House Democratic Caucus Freshman Chair from 2021 to 2022.
