Regina Ford Hall is a native of Winston-Salem, where she has lived in five of the city's eight wards and attended East Forsyth High School. She furthered her education at East Carolina University, earning a Bachelor of Science in Communication, and obtained a Masters of Public Administration from UNC-Chapel Hill, as well as a Masters of Science in Psychology from Virginia State University. 

Regina Ford Hall has dedicated her career to public service, with a focus on making her community a better place. She has served in leadership roles on the board of Insight Human Services, Inc., including positions as Board Chair, Treasurer, and Secretary. Additionally, she has held the position of 1st Vice Chair for Precinct 042. Regina has been recognized for her contributions to public service with a 40 Under 40 Leadership Award.
