Alicia grew up in London, England, and Queens. She has a bachelor's degree from the State University of New York at New Paltz and a master's degree in public administration from Framingham State University. She lives in Rosedale, Queens, with her two children.

Alicia previously worked as a Senior Professional Conduct Investigator for the State Department of Education, Counselor for the Brooklyn College Educational Talent Search Program, and Director of Minority Affairs at the New York College of Osteopathic Medicine of the New York Institute of Technology.
