Rodneyse was born and raised in Flatbush, Brooklyn. She earned a bachelor's degree in mathematics in secondary education and electrical engineering from Buffalo State College, a master's degree in electrical engineering from the Illinois Institute of Technology, and a master of business administration degree from the Northwestern University Kellogg School of Management.

Rodneyse has previously worked as a math teacher in the public school education system, an engineer in the telecommunications industry, and an investment banker in the financial services industry.

Rodneyse Bichotte is an assemblymember in State Assembly District 42. She is serving her 5th term.
