Charles is originally from Staten Island, New York. He earned his bachelor's from Southwestern College and received a master's degree in public administration from Pace University. He volunteers by hosting basketball clinics for young people on the North Shore of Staten Island. He lives with his two children in his childhood neighborhood of Mariners Harbor.

Charles previously served as the Staten Island borough director and citywide Islamic liaison for the Mayor of New York City, and as the chief of staff to the Staten Island Parks and Recreation Commissioner.
