Allen holds a bachelor's degree in political science from the University of Cincinnati. He is married to his wife, with whom he has 2 daughters. 

Allen is a small business owner. He previously worked as a district representative to former Congressman Rob Portman, a political director for the Hamilton County Republican Party, and a communications and public affairs manager for the Ohio Kentucky Indiana Regional Council of Governments.
