Dave earned his bachelor's degree in finance from Penn State University and his law degree from Widener University. He lives with his wife and son in Spring Garden Township. He serves as a leader with the Community Action for Recovery and Diversion and York Group Violence Initiative, and is a member of the Pennsylvania Commission on Sentencing. 

Dave previously served as an assistant  district attorney for York County, including as chief deputy prosecutor of litigation in the York County District Attorney’s Office. He was also appointed as a special assistant United States attorney for the Middle District of Pennsylvania in 2013 and worked as a law clerk for judge Joseph C. Adams, former president judge of the York County Court of Common Pleas. He served 4 years in the Navy and was deployed during Operation Desert Strike.
