Justin was born in Harrisburg, Pennsylvania. He earned a bachelor's degree in speech communication from Millersville University.

Justin previously worked as a government affairs director for Pennsylvania Partnerships for Children and as a director of government affairs for the Pennsylvania Psychological Association.
