Parke was born and raised in Greenville, Pennsylvania. He graduated from Greenville Area High School in 1990. Parke earned a bachelor's degree in education from California University of Pennsylvania and a master's degree in education from Clarion University of Pennsylvania. He still lives in Greenville with his wife and their 2 children. Parke attends Zion's Reformed Church in Greenville, where he serves as a deacon.
