Dallas earned a bachelor's degree from Lock Haven University of Pennsylvania and a law degree from Penn State Law.

Dallas previously interned for Congressman Glenn “GT” Thompson, worked in the coal industry, and served as a law clerk to the United States House of Representatives Oversight Committee. He is also a licensed attorney in Pennsylvania and worked for a judge on the Pennsylvania Commonwealth Court.
