David was was born in Cleveland, Ohio. He earned his bachelor's degree in industrial & labor relations from Cornell University, his master's degree in public administration from Harvard University, and his law degree from Harvard Law School. 

David is currently the Director of Legal Affairs and Human Resources for a start-up non-profit. He previously served as an Assistant United States Attorney for the U.S. Department of Justice and worked as a war crimes prosecutor for the United Nations. Hackney also held the position of Senior Counsel for Global Human Resources at The Nature Conservancy.

David Hackney currently serves as a State Representative. He was first elected in 2020 and is serving his 2nd term.
