Roger graduated from Dartmouth College and later earned a law degree from George Washington University. He currently lives in Kirkland with his 2 kids. 

Roger has served as a state agency director. He served as executive director of the Washington State Sentencing Guidelines Commission and was elected to the board of the National Association of Sentencing Commissions. He has also served as executive director of the Voluntary Committee of Lawyers and was a volunteer attorney for the Eastside Legal Clinic.
