Billy is a retired public works director. He worked at the Town of Tyrone from July 2014 until July 2018. Before that, he spent 37 years in the scrap metal recycling industry, mostly as a general manager at various locations. He also designed and oversaw the construction of new recycling facilities in Brooklyn, NY; Raritan, NJ; Secaucus, NJ; and Bakersfield, CA. In 2007, he was the project manager for a cable mining operation in California for Verizon.
