A former DeKalb police detective started investigating allegations of invoice padding, contract fraud, and bid rigging centering on a Alabama tree-trimming company that billed $9 million. CEO Jones' Public Safety Director, William Miller, ordered detectives to stop investigating the case. The detective linked various vendors to high ranking officials including individuals with close ties to CEO Vernon Jones. The Grand Jury report claimed that Champion Tree Service overbilled at $9 million and alleges that the payments were facilitated by DeKalb employees with ties to CEO Vernon Jones.

The Grand Jury report also claims illegal steering of business to favored vendors where G4 won more than $2.6 million in business from DeKalb County under CEO Jones' leadership. Richard Stogner, Jones' executive assistant, approved the contracts to G4.
