Josette is originally from Bowdon, Georgia. She has lived in South Fulton for 20 years. She has a bachelor's degree from Spelman College and a doctorate in special education and leadership from Georgia State University. She has two adult daughters. She attended church in East Point.

Josette owns a retail store and is a college professor. She used to be an administrator at Atlanta Public Schools.

Josette Bailey is currently the city council member representing Ward B. She was first elected in 2022 and has been in office for one year.
