Timothy was born and raised in Arizona and attended Arizona State University, where he earned a bachelor's degree in history and political science. He later received a law degree from Notre Dame Law School and is currently completing a master's of law from Georgetown University Law Center.

Timothy practices international and military operational law as a member of the U.S. Navy Reserve and was selected for promotion to the rank of Lieutenant Commander. He has served in the U.S. Army, including a deployment to Afghanistan in 2012, and later joined the U.S. Navy Judge Advocate General's Corps as an attorney. He has worked as an International Law instructor in Newport, RI, providing human rights training to foreign nation partners.

Timothy Michael Stringham's campaign for County Recorder in Maricopa County is his first entry into politics.
