Gustavo is from Puerto Rico and earned his bachelor's degree from the University of Puerto Rico and his doctoral degree in political science at the Graduate Center of the City University of New York. He lives in the Bronx.

Gustavo formerly worked as the director of community outreach for U.S. Senator Kirsten Gillibrand and was a community organizer for several other politicians and the Service Employees International Union (SEIU). He taught political science at Hunter College and Pace University.
