Richard Hoffman was born in Perth Amboy, New Jersey. He attended St. John’s University. He and his wife, Sarah, have a son and a grandson. He is a former president of the Fayette County Youth Football Association and member of both the Georgia Tire Dealers & Retreaders Association and the Tire Industry Association. He also served as a regional council representative for American Car Care Centers and Tire Pros. 

Richard is the founder and owner of Hoffman Tire & Alignment. He previously worked at Uniroyal Tire Company.

Richard is currently a member of the Fayetteville City Council. He was elected in 2018 and is serving his second term. He also serves as mayor pro team. He was elected in 2024.
