Harold Proctor Jr. was born and raised in Sylvester, GA. He was a graduate of the Worth County High School Class of 1979 and continued his education at Fort Valley State College for 2 years. He later obtained an electronics degree from Moultrie Technical College. He lives with his wife Brenda and they have two children and three grandchildren. He is a member of First African Baptist (FAB) Temple of Hope, where he serves as a Deacon. 

Harold worked for 25 years at Proctor and Gamble.

Harold Proctor, Jr. is the current mayor of Sylvester.

Harold Proctor Jr. was born and raised in Sylvester, GA. He was a graduate of the Worth County High School Class of 1979 and continued his education at Fort Valley State College for 2 years, while playing college baseball. He later obtained an Electronics Degree from Moultrie Technical College, then began his industrial career at Proctor and Gamble, where he has been employed for 34 years; with 25 plus years in leadership. He is a member of First African Baptist (FAB) Temple of Hope, where he serves as a Deacon. He has been married to Brenda Hamilton Proctor for 36 years and together they have two sons , Brandon and Corey; and are also proud grandparents of three girls and two boys.

- The mayor leads the executive branch of local government, presiding over city council meetings, making sure city departments run smoothly, and providing services to citizens. 
- The mayor runs the city day to day and prepares the budget each year, meaning that they propose how much funding goes to each city department, including the police department, city parks, transportation, and the fire department. 
- The mayor also hires the Police Chief, Fire Chief, and city department heads, such as City Planning, Parks & Recreation, and Transportation. 
- Most Georgia mayors are elected in odd years to four year terms. Elections are nonpartisan.
