Phil Dee is from Charlotte, North Carolina. He has a bachelor's degree and a master's degree from the University of North Carolina at Chapel Hill and a master's of business administration from the University of South Carolina. He and his wife, Sandie, have two sons and have lived in Kings Mountain since 2008.

Phil is currently an at-large member of the Kings Mountain City Council. He was appointed in 2024 to fill the seat for a one-year term, concluding in December 2025.
