Victoria Cruz is from San Antonio, Texas. She has a bachelor's degree in government from the University of Texas and a law degree from St. Mary's School of Law. She is married to her husband, Joaquin, and they have three sons together.

Victoria is an attorney at the Law Office of Raymond Martinez and Frances M. Herrera, where she specializes in criminal defense, family law, and the intersections of criminal defense and immigration. She previously worked for the Children's Program at the Refugee and Immigrant Legal Services (RAICES), where she specialized in advocating for detained unaccompanied minors in immigration deportation proceedings. Before that, she clerked for a year for the law firm of the now Honorable Norma Gonzales.
