Deborah was born and raised in Washington, DC but has lived in Grovetown for 25 years. She has seven children and seven grandchildren. She holds an associate degree in business management/accounting, a Bachelor of Arts degree in general management, a master’s degree in public health administration, and a PhD degree in public health with a concentration in epidemiology from Walden University.

Deborah served in the US Army as a combat medic. She previously worked as the program director for ResCare's Arbor Education and Training Center of Augusta, Georgia. She worked as a volunteer youth mentor at Fort Gordon Youth Challenge Academy, and as a health sciences teacher at Grand Canyon University College of Nursing.

Deborah Fisher is currently a city council member. She was first elected in 2018 and has been in office for three terms.
